The Senate Standing Committee on Economic Affairs, chaired by Senator Saifullah Abro, has reportedly uncovered massive corruption and irregularities in a Rs. 27 billion solar energy project in Sindh. The project, intended to provide solar panels to underprivileged communities, is now facing scrutiny for alleged misuse of public funds.

Officials from the Planning Division Sindh reportedly presented evidence indicating large-scale irregularities at multiple levels of execution, with two inquiries already confirming fund manipulation and project mismanagement.

Excessive Costs and Favoritism

According to reports, solar panels intended to cost Rs. 21,000 each were being purchased for as much as Rs. 60,000, pointing to deliberate profiteering and favoritism in awarding contracts.

Senator Kamal Ali Agha strongly condemned the actions, stating:

“Taking money meant for the poor is a grave injustice and a serious crime.”

Senator Saifullah Abro further revealed that the selection of NGOs for project implementation reportedly bypassed proper tender processes, with funds allegedly distributed to selected individuals as part of a pre-planned scheme.

Senate Committee Calls for Accountability

The Standing Committee has directed the Secretary to appear in the next session with all records and documentation related to the project. This step aims to ensure full accountability and to conduct further investigation into the alleged misuse of funds.

Authorities are now under pressure to recover misused funds and guarantee that future projects benefit the communities they are intended to serve.

Implications for Sindh’s Energy and Welfare Programs

This scandal highlights systemic issues in public project management, especially in projects targeting vulnerable populations. Misuse of resources not only delays renewable energy goals but also undermines public trust in government initiatives aimed at supporting low-income communities.
