The federal government has finalized base prices for multiple spectrum bands ahead of Pakistan’s next-generation 5G mobile services auction, giving telecom operators financial clarity before bidding begins.
The prices were determined on the recommendations of the Auction Advisory Committee and based on insights from an independent international consultant.

700 MHz band (1 MHz paired spectrum): $6.5 million

1800 MHz & 2100 MHz bands (1 MHz paired spectrum each): $14 million

2300 MHz band (1 MHz unpaired spectrum): $1 million

2600 MHz band (1 MHz unpaired spectrum): $1.25 million
-
3500 MHz band (1 MHz unpaired spectrum): $0.65 million
The 3500 MHz band is considered crucial for global 5G deployment.
Payment and Currency Details
The spectrum fee will be payable in Pakistani rupees, with the USD-PKR conversion rate locked at the NBP TT selling rate on the day before the auction. This mechanism protects bidders from currency fluctuations.
The policy allows flexible payment options:

Full payment: By the first anniversary of license award

Deferred payment: 50% by the first anniversary, remaining 50% in five equal annual installments

Interest: Unpaid balance charged at KIBOR + 3% per annum

Prepayment: Operators can pay off early without penalty, but interest continues until final payment
