Punjab Solar Panel Scheme 2026: Who Qualifies and How to Apply

The Punjab government has officially announced the re-application phase for the CM Punjab Free Solar Panel Scheme, also known as the Roshan Gharana Program. The initiative aims to reduce the burden of rising electricity prices by providing solar systems to low- and middle-income households across the province.

After focusing on very low electricity consumers in Phase 1, the 2026 phase now includes households using 200 to 500 units per month under a subsidized and loan-based model.

1. Who Qualifies? (Eligibility Criteria 2026)

To take part in the computerized balloting process, applicants must meet the following requirements:

  • Residency: Must be a permanent resident of Punjab with a valid CNIC.

  • Electricity Usage:

    • Category A (Free): Up to 200 units per month.

    • Category B (Subsidized/Loan): 200 to 500 units per month (eligible for 6-panel systems through Bank of Punjab).

  • Bill Status: No record of electricity theft or more than three consecutive late payments.

  • Meter Ownership: The electricity meter must be registered in the applicant’s name or supported by a valid NOC from the property owner.

  • Single Benefit Rule: Applicants must not have received solar systems under any other government scheme.

  • Compliance: Must meet all verification and documentation standards.

2. How to Apply: Registration Methods

Registration for the 2026 phase is being carried out in two stages to ensure transparency.

Method A: Offline Registration via Bank of Punjab (BOP)

From February 2026, applicants can visit any BOP branch to register.

Required Documents:

  • Original CNIC

  • Latest electricity bill

Procedure:

  1. Fill out the registration form at the bank.

  2. Submit required documents.

  3. Receive a registration receipt for reference.

Method B: Online Registration via 8800 Portal

The official online portal will be activated in March 2026.

Steps:

  1. Visit: cmsolarscheme.punjab.gov.pk

  2. Create an account using CNIC and mobile number.

  3. Enter your 14-digit electricity bill reference number.

  4. Verify details and submit your application.

SMS Registration Option:
Send an SMS to 8800 in the following format:
ReferenceNumber CNIC

3. What Do Successful Applicants Receive?

Selected applicants will receive a complete solar energy system based on household needs:

  • Solar Panels: High-efficiency panels (1kW to 3kW capacity).

  • Inverter: Certified hybrid or grid-tied inverter.

  • Battery Backup: Basic battery for night-time use.

  • Installation: Free installation by government-approved vendors.

Note: Applicants who were not selected in Phase 1 (2025) do not need to reapply. Their data will automatically be included in the 2026 balloting, provided they remain eligible.
