FIA Announces New Recruitment & Promotion Rules for BS-16 and Above

The Federal Investigation Agency (FIA) has prepared new draft rules for recruitment and promotions for BS-16 and above positions.

According to media reports, the updated rules will be formally implemented after approval from the Ministry of Interior.

These reforms aim to restructure hiring, define service groups clearly, and bring more transparency to promotions within the agency.

Recruitment Through Defined Service Groups

Under the new draft framework, FIA has divided its structure into four major groups:

  • Investigation Group

  • Legal Group

  • Experts Group

  • Ministerial Group

Direct recruitment will now take place specifically within these groups.

Employees will be required to complete their service within their initial assigned group, as group-switching options have been significantly restricted.

Role of FPSC in Grade 17 Recruitment

For BS-17 positions:

  • Recruitment will be conducted on the recommendation of the Federal Public Service Commission (FPSC).

This move ensures a competitive and merit-based selection process for higher-grade appointments.

New Promotion Ratios Between PSP & Departmental Officers

The draft rules also define a new quota structure between:

  • PSP (Police Service of Pakistan) officers

  • Departmental FIA officers

Proposed Distribution:

  • Grade 20 & 21: 70% PSP officers, 30% departmental officers

  • Grade 19: 50% PSP, 50% departmental officers

  • Grade 17 & 18: 60% departmental officers

This structure aims to balance internal career growth with external administrative oversight.

Contract Recruitment Clause to Be Removed

The draft proposes:

  • Ending contract-based recruitment for Grade 17 and above

This suggests a stronger focus on permanent career-track appointments rather than temporary hiring.

Deputation Officers & Permanent Absorption

Under the proposed changes:

  • Deputation officers will not be allowed permanent absorption into FIA

This rule aims to maintain organizational structure and avoid long-term dependency on deputed officials.

Promotion Conditions Tightened

Departmental promotions will now be:

  • Linked to minimum service duration

  • Conditional upon completion of mandatory courses

  • Based on seniority-cum-fitness criteria

Additionally, annual promotion board meetings have been made mandatory to ensure timely evaluations.
